A newbuilding is where IHM Part I begins
Under the Hong Kong Convention, a new ship must carry a verified Inventory of Hazardous Materials at delivery — built from Material Declarations and Suppliers’ Declarations of Conformity collected during construction. Capturing maker and equipment data during the build, rather than reconstructing it afterwards, is the difference between a clean delivery and years of retrospective document chasing.
