How the FuelEU Maritime Balance Calculator works

The FuelEU Maritime Regulation (EU) 2023/1805 entered into force on 1 January 2025 and introduces a goal-based, well-to-wake (WtW) greenhouse gas (GHG) intensity standard for energy used on board ships of 5,000 GT and above calling at EU/EEA ports. The first compliance balance deadline is 30 April 2026 for the 2025 reporting year.

The standard is set against a 2020 reference value of 91.16 g CO₂eq/MJ, with progressive reductions:

Compliance is measured by computing your fleet’s actual WtW GHG intensity (weighted by energy consumed) and comparing it to the target. A surplus is bankable or poolable; a deficit triggers a penalty of EUR 2,400 per tonne of VLSFO-equivalent, calculated from the magnitude of the deficit divided by the energy density of VLSFO at the target intensity.
