Panama acceded to the Hong Kong Convention in 2016 and is a foundational party. Below are the regulatory pillars every Panama-flagged ship operator should track in 2026.

Hong Kong Convention party — ICIHM is mandatory for all Panamanian-flagged ships of 500 GT and above engaged in international voyages from 26 June 2025.

Panama Maritime Authority (AMP) requires ICIHM to be issued by an IMO-recognised organisation (RO).

Continuous IHM maintenance is mandatory throughout the operational life of the vessel.

Panama is not bound by the EU Ship Recycling Regulation but Panamanian-flagged ships calling at EU/EEA ports trigger PSC checks against the EU SRR list.

IHM Part I, II & III — Panama Flag Specifics

Panama-flagged owners must contract an AMP-recognised RO for IHM verification. Material Declarations (MDs) and Suppliers' Declarations of Conformity (SDoC) prepared on or after 26 June 2025 must use the MEPC.405(83) format with the cybutryne threshold of 200 mg/kg.

Is IHM mandatory for Panama-flagged ships in 2026?
Yes. Following Hong Kong Convention entry into force on 26 June 2025, every Panama-flagged vessel of 500 GT and above engaged in international voyages must carry an International Certificate on Inventory of Hazardous Materials (ICIHM).
Who can certify IHM Part I for a Panamanian-flagged ship?
Only Recognised Organisations (ROs) authorised by the Panama Maritime Authority — typically members of IACS such as Lloyd's Register, DNV, ABS, BV, RINA, ClassNK, KR, CCS — can issue the ICIHM.
What happens if my Panama-flagged ship has no IHM at a Port State Control inspection?
Failure to carry a valid ICIHM is grounds for detention under HKC PSC procedures, with operational delays, charter penalties and reputational consequences. Continuous maintenance via VSIMS prevents these events.
Does Panama's flag accept the new MEPC.405(83) cybutryne threshold?
Yes. Panama applies the IMO MEPC.405(83) amendments — Material Declarations issued on or after 26 June 2025 must reflect the new 200 mg/kg cybutryne threshold for antifouling system samples.
Can a Panama-flagged ship be recycled at any HKC-compliant yard?
It must be recycled at a yard with a valid Document of Authorization of Ship Recycling (DASR). For ships intending to call at EU/EEA ports prior to recycling, the EU Ship Recycling Regulation list must also be considered.
