Complete Inventory of Hazardous Materials maintenance and Hong Kong Convention guidance for the world's second-largest open registry (~5,000+ vessels). Continuous IHM Part I, II & III updates aligned with HKC, EU SRR and MEPC.405(83) — powered by Varuna Sentinels’ VSIMS platform.
Liberia is a long-standing Hong Kong Convention party. Below are the regulatory pillars every Liberia-flagged ship operator should track in 2026.
Second-largest open registry by gross tonnage; one of the most active maritime administrations.
Hong Kong Convention party — ICIHM is mandatory from 26 June 2025 for all Liberian-flagged vessels of 500 GT and above.
Liberian Maritime Authority requires IHM Expert acceptance for IHM service providers (Varuna Sentinels BV is on the accepted list, valid until January 2028).
MEPC Resolution 379(80) and amendments 405(83) apply to all IHM development and maintenance for Liberian ships.
Continuous IHM maintenance is enforced through annual confirmation surveys.
Liberia uses an IHM Expert acceptance regime. Service providers preparing or maintaining IHM for Liberian vessels must hold a valid IHM Expert Acceptance Certificate from the Liberian Maritime Authority. Varuna Sentinels BV holds this acceptance until January 2028.
